Perhaps some time in the future we could deprecate the old version. Having a REST equivalent would come with better better authentication, documentation, http responses ( somewhat fixed by bug 42596 ) and other things. It should use KohaTables with pagination/number max of returning entries like other Koha tables (API + AJAX wrapper). However, they cannot edit the public and non-public notes for that item. Those notes are only editable on this if one also has edit_items permission, which opens up a lot more actions. These are phrased as 'On hold', 'Booked', and 'Recalled'. This causes confusion for some as they can mistakenly think that item is On hold', 'Booked', or 'Recalled' for that patron.
