For example, if you search for the French playwright "Molière", you will only find records if the term contains the grave (è) accent. You will not retrieve records with the terms "Molière" AND "Moliere". The problem is even more serious when you search authority records. If you have an authority record for Molière, you cannot retrieve the authority record at all. If you enter "Molière" or "Moliere", you will not find the authority. This broke the test suite. Since we're not installing the stuff in the t/ directory, we need to ignore the DESTDIR specifiation before we write the test-config.txt. The most problematic are non-ASCII characters like "č" or "ė".
