The latter is not being properly set by the zebra_setup.pl helper script. I figured this when writing my patches for bug 11096 when I noticed i was getting USMARC data when I shouldn't. Tests in Output_JSON.t assume that items in the generated json string will be in a consistent order. Internally, though, they are held in a hash, an unordered container. In perl versions 5.18 and greater the overhaul of of hashing ensures that hash elements are returned in an unpredictable sequence, (which was previously the theory). Looking at the page source, it is an HTML anchor with the text of "Tag editor", but there is no title attribute set to cause the tooltip popup.
