This is needed so Plack processes are restarted too and Koha version is reloaded (otherwise end users keep getting upgrade messages on the UI. A letter is prepared during the first round and then its updated with iterated data items as they come. This means that placeholders like <<count>> are not updated anymore so we can see letters saying eg.
