Signing off on Patches

Is there a tutorial on how to sign off on someone's patch on the wiki or elsewhere? If not, can someone write one since this is the new process we want to try and follow for all 3.4 patches? Thanks a bunch! Nicole

Customizing Opac

Can anyone please advise how to move the Cart and Lists buttons more to the right and swop them around? With other words first Lists button then Cart button and position them more to the right. Thanks for any help!
