Catalogue's index.html should be a script anyway so we can generate the CLASS drop down appropriately. Reports should probably be a script we can have some kind of drop in feature for different reports sometime in the future. I replaced the HLT-specific stuff with more generic code. It modifies the contents if it needs to uncomment LoadModule lines for setenv_module or includes_module.
